The Hanoi People’s Committee has approved a detailed plan for the Soc Son Urban Area (Zone III), featuring parks, schools, hospitals, high-quality housing, and a $420 million horse racecourse.
Under the 1/2000 plan, the zone will cover approximately 1,424 hectares in the communes of Phu Linh, Tien Duoc, Tan Minh, Xuan Giang, Duc Hoa, Dong Xuan and Kim Lu and Soc Son township in Soc Son district, with an estimated population of 46,000 by 2030.
This plan aligns with the construction plans of Hanoi and Soc Son district, the satellite urban plan for Soc Son, and orientations to adjust the city’s master plan by 2045, with a vision until 2065.
It will serve as the legal basis for land management, identification of investment projects, and development of detailed plans. It will also help outline strategic investment programs, control urban development, and manage growth effectively.
The zone consists of two main areas. Zone III.1 (246.5 hectares) will comprise two sub-zones, with the first featuring an ecological urban area with green space and water surface, including a regional sports and entertainment center and a horse racecourse.
The second will focus on developing new residential areas, with complete social infrastructure and commercial-service functions that will support the horse racing track and the surrounding region.
Zone III.2 (1,169.85 hectares) will consist of 14 sub-zones, featuring mixed-use facilities providing healthcare, educational, cultural and urban services. It will also form a multimodal transport hub and foster commercial, office and hotel developments.
The municipal People’s Committee has asked Soc Son district to coordinate with the Hanoi Institute for Construction Planning under the Department of Planning and Architecture to publicize the approved plan to relevant organizations, agencies, and the public.
Earlier in 2024, Soc Son district collected public feedback on the detailed 1/500 plan for a multi-functional entertainment complex and horse racing track in the communes of Tan Minh and Phu Linh and Soc Son township.
This project is expected to cost about $420 million, and create around 5,000 direct jobs and 25,000 indirect ones.
